O CVEM é uma REDE de instituições de ensino que se compromete a trabalhar de forma integrada para ministrar treinamento em Meteorologia nos níveis técnico, graduação, especialização, mestrado, doutorado e cursos de curta duração, para profissionais dos países de língua espanhola na América do Sul e dos países de língua portuguesa na África.

About CVEM

CVEM is a NETWORK of educational institutions that commit to working in an integrated manner to provide training in Meteorology at the technical, undergraduate, specialization, master's, doctoral and short-term levels, for professionals from Spanish-speaking countries in South America and Portuguese-speaking countries in Africa.

Educação e Treinamento em Meteorologia

O objetivo do CVEM é possibilitar a promoção e implementação de educação e treinamento, presencial ou à distância, em Meteorologia, para profissionais de países de língua espanhola na América do Sul e de países de língua portuguesa na África.

Tem como expectativa alcançar um alto grau de cooperação entre as instituições que compõem a rede, possibilitando a troca de experiências de forma organizada e produtiva.

Teaching and Training in Meteorology

To promote and implement education and training, in person or remotely, in Meteorology, for professionals from Spanish-speaking countries in South America and Portuguese-speaking countries in Africa.

It is expected to achieve a high degree of cooperation between the institutions that make up the network, enabling the exchange of experiences in an organized and productive way.

Criação do CVEM

O Instituto Nacional de Meteorologia (INMET), por meio do representante permanente do Brasil junto à Organização Meteorológica Mundial (OMM), solicitou apoio da Sociedade Brasileira de Meteorologia (SBMET) para a criação do Centro Virtual de Ensino e Treinamento em Meteorologia (CVEM).

Em reuniões realizadas entre 2013 e 2014, foi idealizada a estrutura do CVEM e o apoio das instituições de ensino em Meteorologia.

O Conselho Executivo da OMM e a AR III expressaram o seu apoio a esta iniciativa, e a criação do CVEM foi aprovada, pela OMM, em seu Congresso Mundial realizado em Genebra, em 2015.

Devido a fatores externos como mudanças de governo e a pandemia de COVID-19, as atividades do CVEM foram reduzidas nos últimos anos, e estão retornando à normalidade desde o final de 2023.

Creation of CVEM

The National Institute of Meteorology (INMET), through Brazil's permanent representative to the World Meteorological Organization (WMO), requested support from the Brazilian Meteorological Society (SBMET) for the creation of the Virtual Teaching and Training Center in Meteorology (CVEM).

In meetings held between 2013 and 2014, the structure of the CVEM and the support of teaching institutions in Meteorology were designed.

The WMO Executive Council and RA III expressed their support for this initiative, and WMO approved creation of the CVEM at its World Congress held in Geneva in 2015.

Due to external factors such as government changes and the COVID-19 pandemic, CVEM activities have been reduced in recent years, and have been returning to normal since the end of 2023.

O CVEM é administrado, no Brasil, por meio de um Conselho de Ensino e de uma Secretaria Executiva.

O Conselho de Ensino, órgão deliberativo e dirigente do CVEM, é composto por cinco membros: um representante das Instituições de Ensino Técnico, um representante das Instituições de Graduação e um representante das Instituições de Pós-Graduação, além de representantes do INMET e da SBMET, que exercerão o mandato por quatro anos, sem recondução.

Instalada no campus do INMET, em Brasília, a Secretaria Executiva tem como função principal ser o elo executor entre as instituições parceiras do CVEM e seu Conselho de Ensino junto à OMM, por meio do seu Representante Permanente do Brasil.

Structure

The Board of Education and Executive Secretariat administrates CVEM in Brazil.

The Board of Education, the deliberative and governing body of CVEM, is made up of five members: a representative of Technical Education Institutions, a representative of Undergraduate Institutions and a representative of Postgraduate Institutions, in addition to representatives from INMET and SBMET, who will serve for four years, without reappointment.

The Executive Secretariat's main function is to be the executing link between CVEM's partner institutions and its Teaching Council with the OMM, through its Permanent Representative of Brazil. The office is located in the INMET campus in Brasília.

Conselho de Ensino

Ao Conselho de Ensino, compete:

  • Definir e aprovar o Regimento do Conselho de Ensino do CVEM.
  • Definir e aprovar as obrigações dos estudantes participantes do CVEM.
  • Definir anualmente as prioridades do CVEM.
  • Selecionar e atribuir bolsas de estudo do CVEM aos estudantes.
  • Revisar e aprovar o relatório anual da Secretaria Executiva.
  • Revisar e aprovar a prestação de contas da Secretaria Executiva.

Board of Education

The Board of Education is responsible for:

  • Defining and approving the Regulations of the CVEM’s Board of Education.
  • Defining and approving the obligations of students participating in the CVEM.
  • Defining the CVEM priorities annually.
  • Selecting and awarding CVEM scholarships to students.
  • Reviewing and approving the annual report of the Executive Secretariat.
  • Reviewing and approving the Executive Secretariat’s income statement, if there is an appeal.
  • Strengthening the cooperation between educational institutions and CVEM participants.

Secretaria Executiva

A Secretaria Executiva, tem como funções:

  • Seguir as recomendações e diretrizes do ETRP/OMM para os RTCs.
  • Implementar e promover as atividades definidas pelo Conselho de Ensino.
  • Manter um portal com informações detalhadas e atualizadas do funcionamento do CVEM e das características específicas das instituições participantes do CVEM.
  • Acompanhar o fluxo de alunos participantes do CVEM e preparar estatísticas associadas.
  • Manter um sistema de avaliação contínua do CVEM junto às instituições participantes e aos alunos participantes.
  • Elaborar e apresentar relatórios de atividades ao Conselho de Ensino.
  • Elaborar relatórios à OMM.
  • Gerenciar recursos, quando aplicável.

Executive Secretariat

The Executive Secretariat has the following functions:

  • Follow the ETRP/OMM recommendations and guidelines for RTCs.
  • Implement and promote the activities defined by the Board of Education.
  • Maintain a portal with detailed and updated information on the functioning of CVEM and the specific characteristics of the institutions participating in CVEM.
  • Monitor the flow of students participating in CVEM and prepare associated statistics.
  • Maintain a system for continuous evaluation of CVEM with the participating institutions and participating students.
  • Prepare and submit activity reports to the Board of Education.
  • Prepare reports to OMM.
  • Manage resources, when applicable.
